Maurice F. Greaver II defined outsourcing as :

"Strategic use of outside parties to perform activities, traditionally handled by internal staff and resources."

While some definitions of secondment are :

"The temporary transfer of a member of staff to another organization for a defined length of time, usually for a specific purpose."

"The detachment of a person from their regular organization for temporary assignment elsewhere."

Even the outsourcing concept stated about any use of outside parties, the implementation of common outsourcing in many countries including Indonesia are restricted by the employment regulations (e.g. maximum employment contracts and for non-core job functions only). Beside, the recruitment and selection of the outsourced employees are more often conducted by the user companies, not their vendor. On eventually, the employment risks are oftentimes being a responsibility of the user companies.

By focusing on the most critical needs of all entities / organizations, i.e. to reinforce their human capital to meet their objectives, we have redeveloped, formularized, enhanced, and implemented the secondment concept into a new revolutionary concept of common outsourcing which brings more benefits and covers almost all of common outsourcing risks.

The major improvement and enhancement in our revolutionary concept compared to the common outsourcing concept including but not limited to :
